Lines are more of a personal preference type thing. Some carry different traits, some are known for great sport dogs, others known for more serious working dogs, some are known for producing sharp dogs, etc etc. It really all depends on what you're after. And yes, depending on which individual dog you're talking about (there are a couple that Artur Kemmer produced that I don't care for), Karthago is (to me) a good working kennel.
This question is very hard to answer...there are so many good kennel names, it's impossible to list them all. I would read thru the "Working Line German Shepherd" archives on this board and read all the topics, you will learn a lot. Also, you might want to read the showline board as well, to see what lines are showlines.
I'd also visit a lot of kennel websites, and look at the dogs pedigrees. If certain kennel names or dogs keep showing up, then you can realize that they're a more well known kennel. Karthago is one of these, as well as Körbelbach,
Bungalow (although this is usually fairly far back in most pedigrees), Flämings-Sand is another older kennel.
There are way too many to make a list of good/bad kennel names. A good place to do some pedigree research is http://www.pedigreedatabase.com
Frank - listing dogs that should be in a pedigree is not that simple. What lines a breeder uses is a personal decision that each breeder makes according to his experience. It also varies according to the goals of the breeder.
I'm assuming you know what kind of dog you want and what you want to do with it. Van Camp said it this way some months ago...
