Stop making excuses for your dog and start training it!
Looks like a simple setup. Ice cooler, small fan (puter fan possibly) with PVC intake and exhaust that can run off of cigar lighter. Would be a piece of cake to make one. It could even be hardwired into the cars system with a fused switch. How long it lasts would depend on how big the ice chest is.

Not that it doesn't work at all, but in really hot weather, ie, 90+ degrees, it just can't keep up with the rising heat in the vehicle, even if it has tinted windows and a windshield cover. And we were using it only to keep cool a double cab space in the pickup.
Perhaps in areas/times other than central Texas in the summer it would be sufficient...?
Something that works very well here in the SW and very, very cheap --- take one of those plastic coke bottle (the big ones) fill it with water and and freeze it, then just lay it in the crate with the dog. Keeps the inside of the crate cool even in very hot weather.
If you follow Cathi's advice (and it's good) remember not to fill the bottle all the way to the top or it will EXPLODE in the freezer. Don't ask how I know this.

I'm told by my spouse next time we're buying a diesel. They supposedly can run forever with the AC on. (or is he just appealing to my love for the dogs to get himself a diesel truck...mmm?)
Ann, we have 3-4 diesels on our team, and yes, they do leave them running for the K9s. We also have a 4 dog, airconditioned trailer for on site cooling down. On hot days, we take K9 temps often. One of the team members has a four door pu with screen windows in the back two doors and a electric radiator fan in one window. The fan is ran off of a marine battery that last a very long time. Even on hot days the moving air is a big help.
