When State Farm tried to double my rates a few years after Hurricane Andrew hit S. Florida I went looking. Most of the companies I tried had a problem with big dogs and they had a list of certain breeds they wouldnt insure a homeowner for if they had a dog on their list. Most of the lists included the GSD. Even though my agency carries liability insurance for the life of our dogs, the insurance companies werent receptive. I finally settled on Florida Select. I dont know how far reaching they are, but I do know they are in Texas as well.
State Farm dropped me, just for owning multiple dogs, although I never had a claim in my life. No dog owner should insure with them, period.
USAA is a good company for a multiple dog hosehold, provided you have a history of Military service with an honorable discharge.
USAA didn't even ask us if we HAD dogs when we insured our house, and at the time we had a GSD mix, a Rottweiler, and an AmStaff terrier. Nothing in our policy excludes dogs - I just read it over. If you can get them, they've been great for the last 15 years.
Good luck finding insurance in Florida at all. Most of the time they'll direct you to Citizens, the states fund for 2-3x your previous amount. If they don't ask, I don't tell.
I have St Paul/Met life currently and have had no problems with multiple GSDs and 2 killer tweenie weenies. I am also checking with other insurance carriers looking for an equal policy at a cheaper price. Allstate has no problem with the dogs. There is a list on the AKC website of the major insurance carriers and the animal requirements and/or limitations for their policies
I have found that the "bad dog" list varies by state, even within the same insurance company. I had trouble with State Farm when I lived in Florida regarding dogs, but no trouble in IL at the time I first got homeowners here. (In since got married and moved, and now we are with Farmer's)
My suggestion would be to get out the yellow pages, and start calling around.
In IL at the time we got the Farmer's insurance, they were the most lenient. They did not have an "excluded" breed list at all. More like a "one strike and you're out" policy regardless of the breed.
