I am a new canine officer about to start training with a narcotics detector dog. This will be our first narcotics canine in the department and I plan on applying for a DEA license for drug acquisition and possession. I have come up with a few questions after doing a little research on the topic.
1. The form for a canine officer would be a DEA 225 as a "researcher" correct?
2. If any, will I need a Kentucky state license?
3. Should the required "name or business" on page 1 be my city/department or the canine handler? Just curious since the protocol requires a list of investigators.
4. Are we exempt from the $130 application fee for being a police department?
5. Can someone email me an example of a protocol? I would appreciate it.

I will ask Kevin Sheldahl to post when he returns from a few days vacation - he will know the answers. I let my DEA license expire 5 years ago - had it for 12 or 13 years. My license was for an individual (me). I understand there are no fees for Law Enforcement Departments. List your departments name.
In regard to KY license - talk to a local Pharmacy. Ask them the name and phone number of State Agency that issues there license to handle controlled substances. Then call and ask them. In WI it’s the Controlled Substances Board. But the name varies from state to state
A couple of things.
First as a bona fide law enforcement agency you are exempt from the conbtrolled substance act that goveerns possession of narcotics for the use in training dogs as long as your department has a policy that maintains an inventory that is checked on at least once per year.
You need to first check with your state agency to see what your state laws are (some have them for researchers or special purposes, some don't) but that process needs to be concurrent with the DEA process.
If there is a state process ask them for a protocol since your state may have requirements that the DEA doesn't and there is no need to reinvent the wheel for your state, someone out there has already done it.
