I am in favor of more being done hold the pet owner accountable for the actions of there dogs. (Despite of the fact that I own a dog I would deem aggressive… 20 lb Sheba Inu) I love the idea of getting rid of the backyard breeders and making the dog pass a temperament/OB tests. I think the weight fee should be waved for those owners and dogs who comply and the fines tripled for those dogs allowed to run at large.
Something has to be done. I have to walk with Mace on my person at all times because ugly dogs run at large in our neighborhood and I have 3 small children that I constantly worry about. My GSD was attacked a couple weeks ago by two other dogs running at large. She held her own but my husband got nipped trying to scare them off. (He unfortunately doesn’t carry mace because… well he’s a guy and thinks he can handle anything… it’s a genetic thing)

Well, to play Devil's advocate for the writer of that article - will we increase the fee's for using cars? They sure maim & kill far more people a year than dogs do.
I could go down a list, yadda, yadda, yadda...about linking responsibility to use of virtually any product in which people get injured.

Finally have power back after being hit by Wilma. Hope I have not missed much. I seriously doubt that my 85 lb Golden Ret. is as much of a risk as a 65 lb Pitbull. This falls into the same category as BSL. Blaming all large breed dogs for the sins of a few stupid owners and breeders.

That's strange. I didn't have to register. I just went to the chicago tribune site and clicked on the link under the picture of the pit bull. (Tougher Dog Law will Protect Kids) Took me right to the article. Maybe if you do that it'll work for you.
The first time I hit the link... I didn't have to register... I just hit it again and now it is asking for registration to access to the article. Maybe the article is only live for so many hours before they archive it and make you register to view.
I noticed the same thing happened to an article I posted a link to the other day regarding a 14 month old being killed by the family PB. I can’t view the article now without registering.

I think it's a fairly ridiculous idea. If people can't afford $1,000.00 will they have to give up their Seeing Eye dogs or their assistance dogs? Will senior citizens on fixed incomesAnd many of the breeds that are under 15 pounds aren't very good with children anyway. They haven't been able to enforce making dog owners get licenses up to this point. To suggest such a drastic solution isn't very practical.
