Ok Guys. I will try and locate this person on my own. I know which car lot he was at the only issue is those people are not any better than the person that stole Cajun. I know a lot of people say car salesmen are crooks but these guys really are.
I will do what I can to try and find him but I think that the person is probably keeping the dog hidden again. There are a few neighborhoods that I don't put posters up as often as I would like as most of the time I do this alone but I will get a group of friends together and go plaster my posters all over down town again.
Thanks guys for all the prayers and suggestions. I've officially lost my cool. I just can't bare the thought that someone could be hurting him, and has been hurting him.

if you find him call the cops or animal control ASAP and dont put yourself in needless risk!

You might try "I'm looking for a stud dog and I saw one in a car here the other day that looks perfect." with the car salesmen, that way you aren't tipping them off about stolen property.

my mailman told me if you ever want to know about the neighboorhood or ppl in the hood, ask the mailman.
put your posters up at p.o.,maybe in the back ,so all the workers will see,i dont think they will let you post up front.just a thought,cant hurt

Sue THAT is brilliant!!!! I've gone to the post office looking for people, and got their address! If anybody knows where he is it's the mail carrier. Jennifer, if you have a name to go with the phone # you should be able to get an address. Not to mention posting Cajun pictures at the P.O.

If you carry a picture of Cajun, preferably one with you in the picture too, you will have immediate evidence for any officer that responds when you find Cajun.

I used to work with some PI's where I got to help in due diligence and asset search work via public records. I took a few courses on doing a majority of what they just by accessing public records.
Given that the only concrete piece of information you have is a license plate #, thats pretty much your starting point. Unfortunately, there are not many public records that will have a license plate. Pretty much the only time this occurs is when the licensed vehicle is involved in an auto accident. Even if its just handled between insurance companies, there is almost always a record on file in the court system.
Auto accidents are usually filed in circuit courts, and typically don't go above the state level. In Oregon, there is 1 circuit court per county, so you could search your county's public records. If this proves to be a challenge, there are a bunch of inexpensive public search system you can use that will search ALL public records for license plate numbers through all courts in the country. If its an auto accident docket, you'll get the involved person's name, address, insurance info, registration info, lien holder info, etc, as well as the VIN of the car (which can be used to dig deeper, if needed). If the plate is registered to the wrong address, the drivers license may not be. Same with the loan/title information.
If you google 'license plate public record search' you'll get a lot of resources. For about $40, you might stumble on the lead you really need. Just make sure that your state is included in the search.

If those car salesmen are scumbags, then I suggest you go with someone. Don't want to be sexist, but these types usually take men more seriously.
Tried going back to see who was this person who called and said they saw Cajun. Have you talked to him/her since? Who was this person? Seemed pretty legit from what I read... He/She also got a good look at the dog.

I am going to the car lot tomorrow, my brother is offwork. I have spoken with the person since then, I asked if he had seen the person he said no, just that he walked to the car lot from the car, the car was parked on the street. He had nothing else to tell me.
I'll see what I can see and find what I can find, tomorrow.
I really appreciate all of the support and the advice and suggestions. I'll just keep trying everything until I get something back.
