I really do agree that a well trained dog always, consistently, blows my face off. Yeah it hurts.
Let's say you see this sort of ugly fella, about 6ft tall, walking down the street with A)border collie, or B)Malinois and lets assume they are trained so well they respond telepathically. Which one would you be more impressed with? Wowed, if you will.
LoL humor me, I'm terribly bored at my station!

Depends on how he's dressed and if his shoes are polished.
Is he wearing a hat? Fedora or a baseball cap?
A leather leash or a nylon piece of crap?
Smoking or non?

It is always the showy, glitzy, buxom babe which draws the most attention... and could be the dumbest or causes the most heart ache.
Beauty truly is in the eye of the beholder. Why does it matter which we find most enticing?
Which is going to inspire you to become the best trainer, leader, caretaker, etc... You could go blind tomorrow but a good dog would care the less.

I was typing/thinking about my post at the same time Randy posted his, and I didn't see it until after mine posted... (I can't tell if you really thought my post was rude or if you are teasing me but I didn't mean for it to sound awful!)
To seriously answer your question regarding an ugly man walking a dog, which would wow me... I'd have to say a beautiful GSD would probably catch my eye first. (But if the guy had a great smile and a good sense of humor, I'd look at him too!)

I'm so old I shouldn't say anything but....
The guy with the mal suggests testosterone.... but he could be dangerous or military- some ladies are into that-or maybe he needs a monster dog to compensate for some area he could be lacking in........the little bitty guy on the huge Harley syndrome....
The guy with the border collie suggests athleticism, sensitivity, a guy who likes to work but have fun too...
Frankly, I like the guy with the mutt who's well trained. That guy's caring and sweet.

I believe the "Wow" factor is determined more by the dogs special
abilities/training.
If your only looking for the "Wow" while out walking, this is what I get with various breeds...

I wasn't going to say anything in order to keep this thread on topic, but since Tammy went and said it: I have never seen a dog get more attention than my big boned, Daney-looking Ridgeback. Mastiffs and Danes will always get attention on account of their size, but RRs still have a lot of novelty and people love stopping us to compliment the dog and ask about his breed - Honest to goodness, on multiple occasions people have braked their cars in the middle of the street just to yell "Handsome dog!!" out the window while we're walking! I'd call that "WOW" appeal for sure (and I know it's all his looks because he's certainly not blowing people's faces off with his telepathic level of training - if anything I'm probably pulling his face out of the bushes because he's gone after someone's discarded bagel!!)
I think wow factor is honestly entirely subjective. The type of dog I find insanely beautiful and covet worthy will be based on personal ideals, goals, the color of the rugs in my house, etc.... not general consensus. For example, I love a highly trained dog as much as the next guy, but I also ADORE a big, houndy, well-balanced/athletic appearance, so I got a dog that melts my heart every time I look at him, but isn't the best candidate for high level obedience... this was a trade-off I knew and accepted, with no regrets.
All that said, I like Betty's quick assessment of first impressions.
