Don't use rubber mulch. It's super-expensive and it is nearly impossible to poop-scopp without taking out a lot of the mulch.
It is easy to sanitize with a garden sprayer (like the kind you would put liquid fertilizer in) I use bleach and set it for 10% and wash down the potty yard every day.
I'll switch to pea gravel soon. Much easier to clean and less expensive to replace.
watering well has always worked for me. if that doesn't do it, use an enzyme powder called "odor mute" mixed with water in a pesticide sprayer. i've found it to be more effective and much cheaper than "nature's miracle."
we recently covered our dog run in cedar shavings we got from a local cedar products plant and we have not had any smell problems since.
when the dog lifts his leg in the yard away from the run, however, that smells. but as i said, watering well seems to get rid of it right away.
