I don't think this means that the dogs have to be vaccinated to be licensed. I think you have to break it down into two sentences:
All dogs have to be vaccinated for rabies.
All dogs have to be licensed.
I think that's where the fine comes in that you were reading about - for not having your dog licensed. At least in my county, that is. Rabies shots are by law, and licenses are by law, but you don't need proof of a rabies shot to get a license. <img src="http://www.leerburg.com/ubbthreads/images/graemlins/confused.gif" alt="" /> Nor do you need proof of vaccinations to get a license. I have lifetime licenses and nowhere is there a request for proof of rabies vaccinations to be submitted every 2 or 3 years.

I think it depends on your state/county. Where I live in MI, all dogs over 6 mo must be licensed, and you need to have a current rabies certificate to get a license.
Three year licenses are available, if you get them the same year the dog gets a 3/y vaccination.

Yes, I think this is common.
Boosters for anything else -- no.
I have made a note to myself to give my vet's office written notice (and I will keep a copy) that no vaccinations ever are to be administered to any of my dogs without my written OK.
It dawned on me when I started thinking about it that my vet is not the only vet in the practice, and also that techs give vaccinations....... and I am not even certain that I have been 100% clear with my vet about this issue.
No ambiguity from now on......... thanks to Ruth.

Not to hijack this thread, but in my county you buy your license at the general store on the corner! Fill out the form, pay the fee, and you have your license! (No this is not God's country - we're 60 miles north of Philadelphia and west of New York!)
I, too, will leave detailed instructions with my vet, and the techs, regarding no vaccinations.
BTW, my vet does provide grooming services, but there is a HUGE sign that states that all animals must be current with all vaccinations in order to be groomed there <img src="http://www.leerburg.com/ubbthreads/images/graemlins/frown.gif" alt="" /> .

Great idea about the written instructions for no vaccinations without written consent. Although my vet has been agreeable to my no shot "thing" and I know he thinks I am a little weird, I am going to get those instructions into his file. Thanks Connie.
Jan, it sounds like you do live in God's country. What about rabies shots where you are? In my county it's 4 months for rabies and license. Anyone know why rabies is necessary at 4 months instead of say, 6 or 8?

6 months for rabies shots; one year for license, renewable every year (unless you have a lifetime), different fees for neutered or not, and senior citizen discount.

Ohhhh, I worked at a vet School years ago and much of what they learned was on client animals and animals they bought from animal control. Sure they did stuff with dead dogs but not sure what that has to do with shots. But your vet sure did not learn appropriate customer service, that is for sure.
