it all depends on the roomie's personality. as red said, confronting the roomie could lead to someone moving out.
but it might just be that this person is uneducated and genuinely thinks that sooner or later this approach will lead to a dog that miraculously knows what they want. my brother-in-law was this way, and working with his dog on OB and showing him how the dog behaves well for me and doesn't for him worked wonders in changing his attitude (sadly he's still not as motivated as i would like, but then again he is 16).
granted, i have more reason to be working with a family member's dog while he's not home than you do for working with a roommate's dog, but it's just some food for thought. if you get lucky and the "how did you do that" conversation occurrs, you can explain their faults in a way that doesn't seem like you're attacking them.
i feel sorry for the dog, but sadly removing him by theft will just cause another dog to take it's place, and might lead to trouble for you.
angela: my wife's sister, with whom we don't often speak, was abusive to animals when younger, and incredibly neglectful. she recently announced her plans to have a child in the next couple of years. i weep for that child.
