Although this is age related and termed as a phase, if you do not reinforce the rules, chances are your dog is not going to simply outgrow the behaviour.
Yeah, that's what I think too. I don't mind the communication whining, and the excited whining can actually be kind of endearing. I just don't want him to have excess anxiety if I can help it. Today, he was a billion times better, so maybe it's on it's way out. Thanks for the discussion everyone!
I used to hunt with dogs and without fail every single one of them, when they knew we were headed to the woods, would yelp, whine, howl, bark, and make various asundry vocalizations They were excited to be doing what they loved doing--not to mention, when it came time to field dress the game, they were handsomely rewarded for their efforts!!

As my fiance says, over and over, "You're the one who wanted the working-line Shepherd! " True true! And I love him, whining and all!
I work with dogs every day as part of my livlihood but I have never encountered a dog that whined this much (or loudly!!) but then again, I don't work with puppies! That's why this site is such a boon for me!
