I think the agency is geared towards police officers.

It is my understanding (all second hand) that they accept and certify civilian teams for both the narcotic and patrol dog program. Civilians as in no law enforcement experience or affliation at all... !
There are private companies that do security work. There are also private companies that provide drug and explosives detection to businesses. The certifying association I belong to does not allow civilians to attend, perhaps this organization is providing that service.
Certification in itself is a very nebulous term. There are only a couple of states that have mandatory certification programs, even for police. While there are several organizations that provide certification, many departments, particularly the larger ones, have their own certification procedures. They may or may not include one of the recognized certification agencies. In my experience, I'm not aware of any police agency in the US that allows civilians to participate in any enforcement role with canines. Often times, SAR is used when searching for a lost child or during times of disaster to locate survivors and/or cadavers. They are usually part of an EMA group as was mentioned in another post.
