Here is a website that can give you instructions for a collar, I think the posterboard idea would be a easy solution for you and cheap.

Toni,
I'd say the vet who did the surgery and didn't provide a cone is responsible for any expenses you've incurred because of that omission.
The other vets (at a different office, right?) who provided the wrong size cone at least tried to help you. Properly sizing a cone is NOT rocket science but you sometimes have to get creative with certain breeds of dogs...greyhounds, for example. If they were out of the right size for your dog they could have ordered it and probably had it the next day.
There are also the rare dogs who will destroy even a properly fitted cone and a vet can't be held liable if a dog is like this.
Every hospital has a different policy but if you came to my hospital we would do everything to correct our mistake. People DO make mistakes and my experience is most owners are very forgiving of mistakes when you acknowledge you screwed up, sincerely apologize, and then do everything you can to make it right. Your doc needs to make this right.

the only problem is he swelled up again now and a puss like discarge is coming from his penis, dunno if this is related or not. and i cant get any where to get a bigger one, i tried to make one but i have not got the things i need to do it right and tried making it bigger but that not work? and i aint always in to stop him from doing it, i got an appointment at vets for monday but will have to change to tuesday because i cant get there

I'm not a vet, but in my experience a dog not have pus coming out of his penis after a neutering. Maybe I'm wrong about that. Call the vet who did the surgery and tell them what's happening.
Pus is generally a sign of an infection, and given the issue with him getting at the stiches, a distinct possibility. If he does have an infection, he can't wait until your appointment time that's six days away.
Others here will know more about if I'm right or wrong about the pus thing...but in the meantime, call your vet. If it is an infection, they can spread and cause permanent damage or death if left untreated. At the very least, you should make a call to be sure.

Toni, I would call to be on the safe side. Best case: They tell you it's normal. Worse case: It's a sign of infection and getting early treatment could save your dog's life.

I did a quick search for you and while I couldn't find anything specifically relating to discharge following a proceedure, I found MANY that said that swelling/inflammation IS a sign of an infection. Pus CAN also be a sign of infection. Taking the two together, I would be concerned.
If your dog does have an infection, waiting until Tuesday to see the vet would be a really bad idea. I know you don't want to spend the money if it turns out to be nothing, but a phone call is free!

Call your vet first thing this morning and tell them he HAS an infection following surgery and that he can't wait until next week. So what if you're wrong and it turns out to be nothing? How are you supposed to know?
Post-op complications bump whatever else is scheduled for the day and the office should/will make every effort to get you in ASAP if they hear the word "infection".
There are also other kinds things you can put on a dog to prevent licking: Bite-not collars and an inner-tube-like inflatable "donut". Both act like a big neck brace and prevent the dog from getting his head around without all the plastic that a cone has. These can work really well for dogs who can't wear a cone and it is something you might more easily make yourself at home.

i take him to vets buy bus, i got a big coller for him now so he cant reach and 45 pounds worth of drugs that i had to pay for ang they reckon they dont have to PAY!!! WHAT!!!! they said he deffinatly needs them so i had to phone my boss to lend me the money because i just aint got it! he also took me home! he a good man is a jeff! i cant believe i had to pay, i going to give them a good talking to when i ring the people that did the opporation
