One of the simplest ways to deal with the adults petting Scout is just to ask them not to, when they approach. "He's a service dog, and working. Please don't touch him." Direct, polite and should give folks the idea that he's hands off.
A little "Service Dog" bandana, like Leerburg sells, may help as well as making Scout preen and be proud. Have you noticed how our dogs like to dress up almost as much as we do? *smile*
believe it or not, some people pet him without even a word to me and are quick enough that I either don't see it or they do it before I can get a word in.
He has a working vest but needs a patch that says "Do Not Pet Working"

Politely put a hand up when people approach or you see them coming and tell them that he is at work and cannot be touched.
You have to do what is right for the dog, and I have made some people pretty upset when they have insisted. They are my dogs and I decide what goes on, if some cannot understand that, then it is their problem not mine.
