Hi River, I just got a CGC on my velcro-Doberman. What helped for us was teaching a down-stay that gradually became a down-stay with me out of sight. From there it was easier to add places and strange people, since he was already accustomed to waiting patiently while he couldn't see me (I could see him). It took a few weeks but it made a big difference on that part of the test.
