You should find a good experienced trainer locally to evaluate your dog and figure out a course of action, that's probably the best thing for you and your dog.
Giving "a level 20" correction to a fear biter isn't advice i would give without seeing the dog because #1 the dog may not be a fear biter, and #2 if you do give such a hard correction and your timing is off it'll just make things worse,
I just can't imagine the need for "level 20" correction on a 7 month old puppy, very bad advice in my opinion,

Thanks mike. I will be the first one to admit I need to be trained first. I have had dogs all my life, but nothing ever like this one. He is so smart its almost bad! Huge difference between a 20 lb pug, and a 70 lb 7 month old GSD.
I do want to throw in that smoke does awesome with other dogs. Between my two others, and the neighbors dog, He is just a huge lover. Not agressive towards other dogs at all. He is really a good boy, And I also want to throw in that I watched him over the weekend, Friday afternoon when my DH came home, Smoke ran across the yard with the most fierce barking, Then I saw him lunge at my hubbys hand. Well, he didnt bite, HE WAS PLAYING!! I have a HUGE baby on my hands!! When he did this I gave him a stern "NO" because I didnt want him to think it was ok to do this. (Even though it was funny) Once I told him no, he came back for more ball time.
I have a great dog. Hes really smart and really a good boy.
