My firm is already involved in the class actions against the dog food makers. Unfortunately, lawsuits involving animals are only profitable if the animal attacks someone. Veterinary medical malpractice cases are almost unheard of, except to recover the cost of the medical treatment and to pay to replace the companion animal. A few new cases have begun to treat the bond between a person and a companion animal as more than an owner/chattel relationship. Ironically, the lead state on this is California followed by Connecticut, Florida, Illinois, and New Jersey.
American humans have no constitutional right to own pets therefore they can be discriminated against as long as the legislation is “rationally related” to any “legitimate” governmental purpose. e.g., will this bill help reduce the amount of animals euthanized each year? As long as there is a objectively rational relationship the law stands. This is the lowest form of scrutiny the courts use and will almost always stand.
Once it’s law, its puppy underground for all of us!

It's my understanding that one way the local authorities are going to obtain information on peoples dogs by requiring veterinarians provide the state with copies of the rabies certificates. Even though the rabies vaccination is only required every three years, this would be a way to make sure dogs get licensed. Honestly, I am so pissed over this, I wouldn't alter my dog now on principle alone (mind you, I wasn't planning on neutering him anyway).

Sue...Monterey county has been requiring vets to submit rabies vaccine reports for at least 4 years. These reports do indeed give all the owner's information, which is then used by the city/county to make sure dogs are licensed.
