Yes that's correct, and when you have those commands 100% solid under control then you slowly introduce the obedience with the helper in presence. Then once you do that for a while (on leash) you can also slowly do it off leash, it takes time and lots of good obedience training.
For example while I do my obedience while the helper is there on the field with me , my dog's reward is a bite on the helper..When I say "fuss" to my dog he looks at me,I send him for a bite to reward him (for looking at me) and heeling the proper way etc... They know that if they do the commands the reward is to bite the helper so it's introduced that way to the dog slowly and properly.
