The cop was jogging, the Boxer was loose, no control by the owner of the dog, the "witness" said the cop "eyed" her dogs (not a quote from the witness but only a quote from the article) and she feared for them that the cop would shoot them (were they loose too?)....gotta love those "witnesses". Good grief. I think this is a lousy piece of reporting and certainly no judgment of the cop is fair at this point.
A jogger may very well attract a loose dog to come after him/her by the mere fact that he's running and at that point only the dog knows its true intention. Most owners don't even know what their dogs are capable of doing, til it's too late.
It's, again and again, the owner's fault. His dog was loose. Totally preventable. The dog owner should bear the responsibility for the death of the dog. As heartless as that may sound, it's the truth.

Even tea cups can bite. Although you would not shoot a very small dog, (a very small dog running might be hard to hit anyway) he/she would be subject a drop kick over the nearest fence. I have seen hunks of flesh removed by snarling small dogs.

I think this is a lousy piece of reporting
Well, no one ever accused the media of letting a little thing like the truth get in the way of "good journalism".
Neighbor Vicki Frasier said she was outside immediately after the shooting and saw Sheehan eyeing her two dogs, a Jack Russell terrier and a beagle. "I was afraid for them, that he could possibly turn around and shoot at them," she said.
This doesn't make her a witness to the shooting, as she arrived to the scene after the incident, but I can understand her comment; particularily if the officer was in plain clothes and had not identified himself. But then what relevance does the above quote have to do with the facts of the incident? Answer: None! Just another method of portraying a negative image to law enforcement in order to sell headlines.

That raises red flags to me as far as the man's judgement. His own Sheriff is doubting his reasoning.
I'm not sure where you got this information. As far as I know, there is always an investigation after a gun has discharged. I don't think it implies his own department is questioning him?

Sheehan took out his .38-caliber gun and shot the dog once in the head, Sheriff Larry J. Cleveland said.
"He of course says he was being attacked," Cleveland said yesterday. "That isn't supported by the evidence we derived during the investigation."
The Sheriff was quoted in the news article.

Yes, what Brad said. Plus, the officer in question was charged, not accused, but charged with animal cruelty last month and discharging a firearm over a public highway. That's a whole other can of worms though, and we don't know the full story on that.
I'll keep an eye out for how this incident pans out though.

politely 2 parts to my reply, maybe the below example made example this incident being investigated? Underlying "don't shoot dogs that didn't ask for it ... internet search "Police K9 Git Ander" and you will cry, not screaming - for emphasis- EVEN THE TOUGHEST OF YOU WILL CRY. My few details, he worked Ground Zero 9/11, returned to work in NJ, September 2001 he is kia by police standing in front of the K9 vehicle they knew he was on scene & shot him for the fun of it. Since 9/01 I send email & call to have the officers terminated & convicted without trial, they are still on the job. My wording to the Mayor & Chief are not polite, I would certainly be terminated from here to repeat myself; not explicative, rough. Git Ander may or may not be the most famous Police K9, or have the most decorated "finds", for this I urge everyone to nominate Git Ander to the National Police Memorial K9 Section, Washington, DC.

As tragic as this death was, using it as an example to support pre-judging the LEO in the O.P.'s story is not appropriate.

I thought the LEOs came on the scene of the dog on a 12-year-old girl, tried to pull the dog off, got bitten, and then shot the dog to death.
