I don't remember ever reading or hearing that swollen elbows is a symptom of pano - pano is not in the joints. I think if this were my pup I would get him to an orthopedic specialist asap.

Good call Susan, I did not see the first part of that post......I agree with Susan that the dog should probably see a specialist if there are signs and symptoms that are NOT associated with Pano......

Yes the vets recomended to give the dog fish oil pills twice a day with food. He's been on them for almost 2 weeks, as far as I can tell the only thing improved is his skin, skin looks much nicer, looks shiny no more itchy.
I do notice also if he sleeps with dog bed or something soft he does not limp as much. The only problem with that he is 8 months old so anything you put in his crate is going to be destroyed So he sleeps with dog bed during night only.
We going to neuter him in a week, so then they will do xrays of shoulders to find out.
Seems to me that it might be a better to hold off on neutering this dog until you know for sure what the problem is with his elbows. If this turns out to be a problem in his joints, you may want to consider all the pros/cons of neutering this dog at such a young age. JMO

The effects of fish oil (really a good food, as opposed to a "supplement," per se) are gradual and long-lasting.
If you can get the liquid oil, I think you will find it less pricey.
Also, I find that many vets aren't quite up on the dosages that nutrition specialists might recommend...... which for me is a gram (1000 mg) per ten pounds of dog weight. That means that the normal gelcap of 1000 or 1200 mg is about right for a twelve-pound dog.
They don't always make it clear that Vitamin E with the oil is crucial; dogs use up Vitamin E in processing oil supplements.
