Your Roman is beautiful and sounds very much like my pup when I brought him home. I had three young children so when I began to take him for walks at about 9-10 weeks the walks were in the company of the whole pack. He was absolutely fine with them, however; when my children returned to school(brought him home during April vacation week) he behaved much like you describe when I dropped them off at school, whining and carrying on. If I went for a walk from the school he kept pulling back towards the school and was more interested in getting back than exploring.
I did find if I went home first and walked from there he was fine. For whatever reason he was not comfortable with leaving the kids. I guess that makes sense if you consider how young and how recent the seperation from their original pack was. Now if we were in the house and the kids went out to play, he had no issues what so ever, safety in his den? Who knows? Those of course are only my thoughts with absolutely no proof to back them up but it made sense to me.
I never even thought about it as being an indication of nerves. Someone with more experience evaluating puppies might be able to help you with that question.
The good news he did grow out of this. I think I just ignored him and took him for walks from places he was comfortable with. No pressure on either of us.
