Thanks Kimberly, you are very helpful.
I called the tattoo registries listed and either spoke with someone or left a message. One number listed - Breeders Action Board - isn't in service and another place doesn't register tattoos anymore.
The Breeders Action Board is actually the one that suggests a close proximity to the tattoos of the found dogs -- State + 1 - 5 digits.
Could these dogs be from Nebraska in that case?
Anyhow all this is making me realize that tattoos are a way for me to identify my dog but should not be thought to ensure a safe return should she become lost!

I think contacting the AKC is a good idea. Our Mal's tattoo number is on his AKC registration papers. The tattoo is not registered anywhere else(He is also microchipped in case he does get lost). You could also try contacting NARA in case the dogs are involved in French ring. I would also try some Schutzhund organizations.

This is the e-mail I received back from Marilyn Richardson from the ABMC Rescue in upper NY:
Someone is going to see them tomorrow to identify them as Malinois, from there the ABMC will check their tattoos. Either they will be reuntied with thier owners or if thier owners do not want them anymore they will go to a foster home and then be adopted after an application and a home visit is done. I cannot see the owners not wanting them anymore if they are tattoed dogs.... she should have said
"the owners will be fully reimbursed for the cost of the male since we nuetered him before finding out if they were dogs that the owners wanted returned."

Carol,
This woman has nothing to do with the Saratoga shelter. She is part of the American Beligian Malinois Club trying to help identify these dogs. She had been notified of these dogs prior to me e-mailing her, she was just explaining to me what they typically would do to help find the owners. I'm assuming the shelter asked for their help.

Carol, Kimberly is correct. Marilyn from the ABMC is helping in this situation.
The vet hospital that originally had one of the dogs reportedly did the offending neutering. Again, my friend saw the other dog that was in the shelter and was told this by the shelter personnel. They were aware of the other dog and it's location and attempting to keep them together -- sounds like maybe that happened.
Anyway now that the ABMC is involved I am somewhat relieved.
Would really love to know the dogs story though of where they came from and who they belonged to.

I am surprised the veterinary hospital wasted no time in neutering the dog. Usually they don't do anything without the owner's consent and want to be paid for this type of procedure.
I would love to know the outcome of this story. Animals get loose for whatever reason and for a vet to take it upon himself to physically alter it without consulting with the local animal shelter is odd. I wonder about this vet's or employees ethics.
If I were the dogs' owners, the first place I would look for missing animals is the shelter. Even the shelter has a waiting period before doing anything. Court case here?

Just thought I would post an update...
First -- correction -- both of the dogs are males. Their age is estimated to be 7 months.
The one dog that was in the shelter has been placed. The other dog that was at the vet hospital is going to be fostered through the ABMC with my friend who is a dog trainer and owns her own training facility. She has 2 Malinois and loves the breed dearly so a great foster situation. If all goes as planned she should have him Monday and I will meet him on Tuesday.
I'll report back if anyone is interested...
