I will say I have used adems flea bath for months. i live in Tx if you don't have them here your lucky and very clean. My dogs do not have one. I have used it. And it works. Its a blue bottle you can get it at pet co or wal-mart. It is about 10 $. And it last four months. I have Even used it on puppy's with no problems.

It was also very localized. A little spot here with some flea dirt,a bump or two, reddened skin, all on the inner thighs.
I did find one dead flea on her bedding...

That picture is the shampoo and creme rinse, but the topical spray looks just the same. (I'm putting the picture link here because there are a LOT of products called "Relief.")
But if it's more of a dryness, or peeling, then I would open up a vitamin E and spread it around on the area. (It won't matter when she licks it if you use the regular capsules that they swallow instead of the topical E formulations).
