I suppose you need to go by the rules but while inside you can just leave on the harness but hook the leash to his collar. Then while your off the premises you can also go to the collar. IMO you have a group of inexperienced people making rules for you and your dog that are not really in the best interest of the dog or the people. This is such a common problem and you can see it in many other areas of dog laws across the nation.
I will talk to my manger. She is cool. There are many pits and it seems none of them are harness. I will find out for sure we just moved in so maybe we really don't have to. We just can't risk it. This is the only apartment that allows pit in the city. So I can't get kicked out but I am friends with the landlord. I think it like in high school where you can't where flip flops but everyone does. I think it is one of those things. But I will make sure first.

I am learning a lot by making the post I have made. I do a lot of reading and I have to learn like everyone else in life. I understand what your saying but I think that people learn by making mistakes they stay on the leash but they will be in a collar not a harness. because of what everyone said i talk to my landlord she said it was ok.
Yes and now I have two the owners of the mom are tired of the pups. So I took another one I can take care of them better. They were going to take it to the city pound. Her name is jewel and the boy I already have is bear. I have the collars and they are both dragging a little ropes behind them.
