His owners must post signs on the property, Vicious Dog, but he will be allowed to live. (Like the landscapers can read them) As soon as I find a link I will post it.

I'm stunned and saddened that Congo's owners failed him after all that - not only were they warned through the first incident that their control and handling was less than acceptable, but they were given a second chance and they STILL missed the boat!!
