Barring that, you should work on training her not to bark by "leaving". Then when she barks, correct her. You may even have to take it as far as driving down the street, parking and running quietly back up to the house.
I have done this, too, with dogs who had separation problems.... worked well.
Doesn't sound so much like the problem here, though. JMO.

The coming and going thing is a temporary thing that pops up every few months. My wife and I are involved in community theatre, so when we are doing a show we are gone usually on Monday, Tuesday, and Thursday. This will go on for 3 or 4 weeks, then it won't happen again for another 3 months. I guess it sounds like from what I have said thus far that I don't spend any time with my dog. This is very much not the case. We play with her a lot. In addition to the morning walks we spend time outside chasing a ball or stick and working on her obedience. Or if it is dark, she loves chasing a laser in the living room
Bluntly, there is nothing more sure to get a neighbor's goat than a constantly barking dog - even the patient neighbors eventually run out of patience.
I understand that. The thing that really bugs me about this particular situation is that all the dogs in my neighborhood bark all the time, and there are several that just roam free. Abby (my dog) runs them out of my yard all the time. But, I guess I can only deal with my dog.

Holy cow, are you saying stray dogs get into your yard while your dog is outside, and you are away??
And you are not afraid for the safety of your dog? (dog fights, big dog attacking/killing her, a pack of dogs ganging up on her)
What about neighbors teasing her, throwing rocks or poisoned food? or reaching over the fence to try and "pet" her and then telling people she bit them? Or if she gets out of the yard and gets hit by a car? Or chews on a stick that cuts her mouth? or swallows a rock? ... or... or....
I have four dogs at the moment and I don't ever put them outside when I am not home, and when they are out I am either outside with them or looking out the window every two minutes to make sure they aren't getting into things, playing nicely, not in danger, etc.
I would seriously consider an indoor crate with dog walker, or build a secure kennel with floor and roof that will keep her safe.

I thought I had addressed it all earlier, but now the O.P. says that strays can actually get into the yard and at his dog.
I'm having trouble imagining allowing this situation. All day. Every day. To a young dog. Alone in a yard with strays getting in.
And the problem is that the dog BARKS?
Please tell me that access to the dog by loose dogs (or dog packs) is not really true.

Bark collars are perfectly fine for your dog. The only thing you do not want to do is leave the collar on the dog all the time. And, you want to switch it from one side of under the neck to the other each time you put it on the dog.
Give her a break from it when you are home. She will learn that the collar means quiet.
There are also citronella "no-bark" collars that work from what I hear. I have never used one, but I am sure if you do a search here or on google, you will find information on them.

A no-bark collar is the very least of the issues here, it seems, as the picture becomes clearer.
JMO.
Besides protecting and exercising and training my dog, my second move would be to get the names and pictures of these roaming neighborhood strays for the HOA.
