I have one who will position himself under a dangling hand (like if I am reading something on the computer) and move himself back and forth so that I'm passively giving him rubs.
You're 100% right that the dominance factor would be assessed based on the big picture.
Roxie, who is very submissive and soft does this too.
She runs up to me, turns around and sits. on my feet, butt towards me.
She doesn't really care if i pet her or not, but she either does the butt greet, or she runs up and falls all over self and spins on the floor trying to show her belly, and keep her butt closest to me.
