it is ok to be in a large fenced in area where there are other structurs such as a house or garage, but in kennels most dogs just fence run.
What's the difference between running a fence and running on a chain? Not sure I'm following.

A chained out dog, is vulnerable to attack (even more so than a dog loose in a yard) from other dogs. Akin to staking a dog out as a bait dog.
Granted, there are some situations in which tying a dog out may be the best option.
Sled-teams must learn to be staked out.
In an unfenced yard, staking a dog out for brief periods of time is certainly preferable to letting a dog run loose, until a fence or kennel can be erected.

Do not chain up the dog. Lots of states even have laws against it. I think it is a safety hazzard as well as physclogically damageing.
IMO the trainer was just trying to justify being too cheap to contain the dogs properly.
My shepherd pup was freaked out the first day of class. Much like you discribed. KEEP GOING. It gets better. I agree that he is just insecure without his buddies.
I take my GSD everywhere and a lot without my other two dogs. He does not have the natural confidence that my eldest dog has. I have really worked with him and I think most would be suprised he wasn't always as confident as he is now at 16 mnths.
Hi Michelle - Just wanted to clarify - I am the original poster but my post was from a year ago - looks like someone resurrected it today and started talking about chaining dogs up instead of using kennels- trust me I would never consider chaining my dogs and lots has happened since a year ago - two of my dogs are not getting along now and are separated and I am in the process of enlarging their existing kennels outside so when it actually gets above freezing here and quits snowing they can been in their outdoor enclosures which are inside a 6 foot privacy fence. Just wanted to clarify. And actually since i've had to separate 2 of my dogs the one that was having confidence issues is now actually getting better - guess cuz hes not getting picked on by the other?? - so some good came out of it. and the dog class was just a really big mistake on my part..... live and learn the hard way
