I have three questions. One, when can you start using Advantage or Frontline on a puppy? Two, when is flea season? And three, I just moved to the desert and was wondering are fleas more prevalent or less?

Frontline is absorbed when it makes contact with the skin. Once the flea or tick bites and gets an amount of blood it then dies.
Frontline is POISON basically and can/may make your dog VERY sick if ingested by licking.
There are Warnings and Directions on the package that are there for a reason and should be followed without varying. Period.

Basically your dad's place is under infestation. The first task is to nuke the fleas already living there. Bug bombs, sprays, etc work well. Second is preventing reinfestation via entry points.I lived in a cat infested apartment with many flea bearing beasts. I treated outside my front door with a carpet powder like adams, raid (I think they used to make a powder), and zodiac to keep the little pests from crawling in under the door when the weather began to get cold.
Finally the dog as the primary carrier into the house I would find a good monthly topical.
I don't suggest Adam's topical, I have seen some adverse reactions to it that have resulted in vet treatment. Try Frontline, Frontline plus, advantage, advantix, etc. I find that with flea destruction the old saying of you get what you pay for is very very true. I personally like frontline plus because it is designed for all stages of the fleas life cycle and I have seen it last a good month to six weeks depending on the dog.
Finally the people as a secondary carrier. Wash all bedding and socks in HOT water and leave shoes outdoors. Our last flea infestation I believe I brought home from work Frankly I would have preferred pinkeye.
