I'm not generally known as a diplomat, but I would try to weasel myself into the conversation somehow. Maybe with the common denominator of owning a GSD. If I felt there was time play the kick around different ideas thing for awhile. If time was short, it would get less tactful, and probably end by leaving the name and number of a trainer. However if I didn't try something I'd feel like I let down a dog, the community at large, and myself.
I'm a nosey so and so, and will kibitz any conversation that peaks my interest. (shrug here) I can't help myself.
If my dog isn't learning, I'm doing something wrong.

I think if its done tastefully, people with real dog knowledge and their opinions shouldnt feel that they shouldnt "budinsky" There are not many people in MY area that know much about dogs ( me being a green owner of a GSD included )

Unfortunately , we often get bad information elsewhere. If I had been presented with some information, and someone else stepped in with other information with experience and explanations why some actions are not good, I would feel like I could make a much better informed decision. The person giving the first info. may be OFFENDED, or if they are truly a dog advocate maybe their "ears would "perk up " and they would be grateful to learn something.

Dog conversations (such as in the waiting room at the vet's) always pique my curiosity. I have been known to keep looking and obviously listening until one of the speakers looks back at me curiously (like "WTH do you want?") and I pretend that the look was an invitation to join them. And so I do.
They can always think that I have zero social grace, no problem; the important thing is not to attack and cause them to adhere defensively to their original position. That does no one any good.
Nothing to do with dogs, but if I'm in line at a check out and the cashier gets in a full blown conversation with the bagger like I'm not even there I'll jump right in the conversation with both feet and sometimes say something outlandish and/or non sequitur

I do the same thing.
I have gotten to the point where I do not offer anything as far as a dog conversation unless I am asked directly to help.
I have been through the whole, offer info, and then get blamed for it not working or the person not listening or understanding, so that pretty much ruined it for me.

I think MYOB. Maybe is you were a liscenced professional otherwise you are just another joe with an opinion which no one asked to hear.
Something I thought was kinda funny. We are all dog people. If our dogs went around sticking theirs noses in other dogs business there would be fights. Does not seem fair. = )
