We found that a doggy life jacket helped a lot when our dog Einstein had a similar issue. He jumped in the first time he saw it since he was used to a kiddie pool but freaked out when he couldn't touch the bottom. He got over it eventually with a lot of tennis ball tosses to get him to swim. All of our dogs have been taught where the steps are even if they never get in the pool.
I introduced my GSD "Coach" to the pool by putting a leash on him and carrying him into the pool. I would release him and let him explore. If he got too panicked I was right there to grab him and hold on to him until he relaxed. Then I would release him and let him explore some more. I also let him swim to the side so he could discover that he could not get out that way, then using the leash I guided him to the steps. After a few repititions of this he became more of a water dog than my Golden Ret. "Noley"
I have a concrete in ground pool so I was able to allow them to struggle for a moment or two before grabbing them or showing them the way to the steps. With a liner you would have to be very careful. I preferred using a leash so that I had control over how far away from me they could get. I went slow and was as positive and reassuring as possible.
