I'd let him zoom around in the safe yard in the cool evening, and I'd start with several short sweet marker training sessions a day:

so far this dog appears to have no prey drive at all. No interest in balls, tug toys, nada.
Typical Pug, but as I posted elsewhere, toys that are attached to you and that you are manipulating (jiggling) in an excited manner, and that you toss just a couple of feet and then encourage him to bring it back.... alternating with toys that have chewies involved .... can bring out what little "play" drive there may be, and I found it well worth the work and worth how much of a lunatic I looked like playing with the Pug.
Start with a hungry dog and present one of the treat-containing toys here:

And marker training!

I was thinking of you when I was trying to interest him in a toy, Connie! I'm not giving up by a long shot in encouraging this, just noting that its not a present drive for him, but something I'm going to have to work on.

I had folks on this very board (who shall remain nameless) betting on whether I could get a Pug to fetch.
I wanted to add play to his life, and Pugs don't always have that drive in quantity (or near the surface). You can't create drive, but you sure can find whatever there is and bring it out (if there's any at all). JMO.
Whatever he has, though, I think that it's worthwhile to encourage it. Fun, exercise, bonding -- all good stuff.

I quess I'm chiming in for the record (because I know zip about Pugs) about exercise on Pugs. I used to frequent a spot with my last GSD for her afternoon walks that is/was a horse farm(?) ranch (?), anyways, large open pastures (I'd quess 30 open acres) and groomed wooded trails. The caretaker had two Pugs (cutest damn things!), two times a day she would get in a golf cart to take them on their walks/runs. A golf cart! Over all the fields, through the woods, they spent all day with her tending with ever it is horse caretakers do and then jaunts over the property. Lots and lots of exercise for those two. For some reason she never felt limiting the exercise was a concern.
If I'm not learning, I'm not paying attention.

I too just limit the heat-of-day (noon in the summer) exercise, and watch for any kind of breathing distress, but otherwise encourage exercise.

Don't get me wrong, I'm not carrying him around. What I mean is that I watch carefully for signs of over exertion and am aware that he definately doesn't need the same activity level as a GSD, lol! Also, because I dont know him that well, I am being a bit cautious with him.

my friend takes his pug jogging. He is a large sized Pug but in the best shape. FSR too many pugs are fst.
I have a Brussels Griffon which is 5 pounds, smushed face. She gets the most made if we do not do our daily walks.
Lap dog my ass.

Winston didn't seem to get much excercise by his previous owner, just let out with 3 other pugs for potty breaks, so I'm not assuming what activity level he can handle. I'm still learning him By the time we get back, he's panting, so I'm not going to push things with him, but take it as it goes. As I said, he gets a really good walk, 4x a day. He's not at all fat, riding the line of 'healthy' and 'too thin'. Being in the house just seems to turn on his 'doofus' switch.

I'm working the marker training! Honest, lmao! He's got the hand touch nailed. Lil bugger isn't dumb, I'll admit that. I've switched up where I'm keeping the treats from pocket to tucked in the back of my waist band in a baggie, to on the table outside when we're in the yard...and he knows EXACTLY where those freakin treats are, lol! Looking forward to the OB DVD arriving.
