I would start crating the dog at the girlfriend's house, and essentially go back to square one.
If he wasn't marking at the old house, and IS marking at the new one, it's time to reenforce pack structure. The added perk is, a crated dog can't mark.
I'd also have the girlfriend do some obedience work with him to reenforce her pack position.
I do not know any "positive" way to solve the issue of marking, being that it's a bad behavior, the only way I deal with it is with reprimanding the dog, and preventative measures like supervising and making sure he empties his bladder outside before allowing him free into the house.
I have an older dog who LOVES to mark his territory. When outside free, he will mark mark mark, until there is nothing left and he is still lifting his leg but is all emptied out, lol.
If I can catch him marking indoors, I will give him a strong correction and let him know it's wrong. In the house, he is now very clean. However, he has occasionally marked on new things, such as when I new furniture or objects into the living room. I will find it later, bring him back to it so he sees it, and correct him there. Then I will clean it with an enzymatic.
I like the crating and tethering methods, but I believe the dog needs to be *taught* at some point that marking in the house is wrong and very displeasing to you. This has to happen eventually, because you cannot reasonably crate/tether forever.
I also agree with what Edmond said! Giving him partial access to certain parts of the home, and increasing it if his behavior is good.

I would also limit his access; he doesn't need the freedom of the house until he knows that all of the rooms, whether they are obviously used by and lived in by you and your girlfriend, are part of the house, and that potty protocol is the same, even if it's a new place.
Set him up for success by controlling his environment. (Yes, I am borrowing an oft-recurring theme from many articles and threads here: Control his environment. )
