This is an issue that can be controllable for you, possibly even to the point that later on you can introduce a new dog too....
I apologize if what I said made it sound hopeless, because that is not what I meant at all.....
I am on my way to a fire department meeting, but will post some articles for you when I get back...unless someone else posts them first.......
With a dog like that, settling would not be in vocabulary.....it would make me determined to get it under control.....we are here to help you with that and support you as well.....

Yeah yeah, not a very good idea for the moment. File that thought for now.
So for now, correct me if I'm wrong, you've got an almost three year old GSD that's been chasing other animals for something close to two and half years........Is that right? So NOW it's a problem because the dog got out and attacked the neighbors dogs?
May I ask.........Forgive me for being blunt, but what kind of training HAS this dog had?
I may have doubled up or missed a good one, maybe someone else will catch something.

Like other before me have asked, what is the drive behind his actions? What food is he on? My big male calmed down when I switched his food to a holistic brand without corn (he didn't have the issues your's has). I also agree with the others that this behavior can't be changed in a few short days. Do you have someone who deals with behavior issues and is willing to spend the time with you to work on this? It will take lots of time and patience. No other dogs in the home until this issue is solved, you don't need the added stress since he will read that and it may intensify his reactions. Good luck.
