Did you do the test of brushing/combing over a white cloth?
If the dog is itching because of flea exposure, then getting rid of fleas is going to get rid of the itch-cause.
Are you seeing anything else, like broken skin from scratching, a rash (other than the fleabite-appearing dots on the belly)? If this scratching is from fleas, getting rid of the fleas will allow the dog's own system to heal the bitten skin. Is that what you're asking?
