I tethered as well for several months and still do it on rough days at 1 yr old because frankly he is still a pup and prone to being naughty!
I used a leash on my belt rather than around my ankle because I am clumsy clumsy lol, just make sure the leash is attached to a belt and not a belt loop!!

I use my jeans belt too, when I tether a newly acquired adult dog to me for the first couple of weeks (or maybe longer).

Uuuh, the next time the owner of this dog tells you how well the rolled up news paper works, you might point out to her that it's not going to be too much longer and that dog is probably going to out weigh her. Not only will the dog out weigh her but be able to stand straight on staring her in the face. From about 3 feet away!
If between the three old child and the pup her time gets stretched too thin to properly attend to both.......well you know.....one or the other suffers. If it's the dog, the family will pay for it farther down the line, as well as the dog.
She may have biten off more than she could chew.
I'd seriously consider advising the rehoming of the dog.
If my dog isn't learning, I'm doing something wrong.

I agree with everyone about tethering. It makes a bigger point than any kind of punitive action and only ever strengthens the bond which is an added bonus. I did it when my guy was a pup, I did it for a couple of weeks again after we moved to a new place. It amazed me what a calming affect it had, even on my now two year old dog. As soon as I tied the tether (to my belt) I could see and feel him visibly relax.
As I type this right now, my dog is sleeping next to my chair because this is what tethering taught him to do when he was just a little guy. A very good alternative to running amok .
I would save any kind of correction as a very last resort, and wouldn't correct a puppy.
