Honestly, of all of this, I think that the best approach is to confront her with what she is teaching her children about responsibility and loyalty.
Life, in whatever form, is not "disposable".
All creatures deserve dignity and respect. No living thing deserves to be treated like a plaything, until inconvenience overrules amusement, and then discarded like garbage.
What sort of parents will these children grow to be, if they've been taught that responsibility for other lives is so easily shirked?

Unfortunately, there are too many spouses that will just go out and do whatever they want to do, regardless of what their partner thinks or wants or says.
Passive aggression sucks, especially when it is the next puppy that will end up being the football.
Alyssa, I agree that about the only chance there is to convince her is to use the childrens' angle, but she gave the last one away under her husband's nose, she'll do it again.
It just sucks.

Good news! She didn't get another dog. No idea why she passed, maybe she actually thought about all the stuff everyone was telling her.
Or maybe she told the breeder about the last two dogs and the breeder refused to sell to her.

Good news! She didn't get another dog. No idea why she passed, maybe she actually thought about all the stuff everyone was telling her.
Or maybe she told the breeder about the last two dogs and the breeder refused to sell to her.

I have a good friend who is fighting this type of fight with her passive-aggressive hubby. She is working with a trainer to train her therapy dog and he is doing everything opposite of what the trainer asked him to do. He is a cop therefore he is the "ultimate authority" on anything.
You can't train stubborn know-it-alls. Wonder if we could open a season on stupid people hunting?????? Round them all up, tag them and make them live together in an isolated community, put up with each other.....hmmm

And thank you for the bold part, because yes indeed, what an example to set for children.
As a bad example for children you should have seen our neighbors when I was a kid. They would pick up a puppy for the kids to play with. The kids would have lots of fun while it was still a puppy but once it got out of the cute puppy stage that was it. The kids didn't play or interact with it at all except for a, "Get out of here dog" and a kick.
After a few months of being tied up to a fence usually without water except for a few ounces in an old hubcap once a day when they fed it the dog was loaded into the car and drove a couple counties over and dumped out along the side of the road. On the way home they would pick up another puppy. In the five years they lived next door to us they went through six or seven puppies like this.
I stopped by one day to see if their son could come out for a while but nobody was home. I stopped to pet the dog and play with it and found it's collar almost completely buried in it's neck and oozing pus. I cut the collar off and let it go. The next day they called my parents and told them I shouldn't mess with their dog.

seems to me if it was ok for the wife to give away the other dog without the Husband knowing, he should be able to do the same if she does bring home another dog.
Im not saying take it to a shelter. But see if he can find a good home for the dog before they ruin another one.

Well, poor your brother because it means his wife does not respect and value your brother. It sounds like she is brown nosing when he told her all about dog whisper and leerburg ebooks. If she truly respect his wishes as he would respect her wishes. This does not mean do what he ask of her all the time it simply implies that she hear him out, and if what he requires of her is not immoral, unjustified, malicious or anything that may make her feel inadequate.
Aren't wife and husband are supposed to negotiate about everything like before bringing in new pets home or buying a new vehicle? Who is going to be responsible for the dog? Aren't they supposed to be a team work? I don't know if the marriage is going to last if husband and wife don't respect each other very much.
