If I was in your shoes, I would play fetch in the yard for exercise right now.
I'd work really hard in the house and in the yard on a good solid hand touch command, or look command trained with markers.
Once the command is down perfect (to the point he will run across the yard to touch your hand, etc), I'd start taking very short little practice walks around the neighborhood. If he starts to act the least bit distracted, as for the touch or look.
If he doesn't perform the command, move away from the distraction and try again.
Also, if things are going well in the backyard as Alyssa suggested, if there is a tennis court nearby, those places work great too. It's a new challenge, but since it's enclosed, there's no risk of your dog running away.
I took my dog there a lot when I was training her to keep attention on me. Basically, I'd let her be off leash, then call her to me and run back. As soon as she'd turn to run to me, I'd start praising her and she'd get a treat when she'd get to me. Pretty soon, no matter where she was, she'd look to see where I was at.
