I think the bill has very good intentions, but is off track and more enforcement and less new legislation is needed.

Amen on that. That's one of my pet peeves about the whole legislative system. Reams of stuff is passed every day that is impossible to enforce. Maybe they need to take their cues from dog trainers. Don't give a command you can't enforce.
Its too vague I think. All of it is. For this to work they need to target Puppy Mills specifically by limiting the number of breeding animals instead of worrying about the size of crates right now.
I doubt they have even consulted reputable breeders when they were drawing this proposal up.
My next thought is,why don't they do something like offer tax breaks for people who alter their pets that might cut down on unwanted animals and backyard breeding.
Then I have to ask where is the man power coming from to monitor all these breeders? AKC checks on the breeder that I got my Rotts from,but obviously someone isn't checking the puppy mills or the laws are different in every state,something has happened somewhere for them to exist in the first place.
A ban on pet stores selling animals may help to. Just seems to me if the government is going to try to ban puppy mills and other irresponsible breeders they need to look at getting rid of the sources that supply them.
