hi mike I am an eagle scout from long island ny and my father still runs that troop (retired cops need to keep busy, lol). i have seen merit badges ran by counselors in many different ways.
the most boring being the scout does all the work and then calls you up to test out. this shows ambition on the boys part, but i always liked it when there was some type of interaction.
the next way is to contact some a troop and offer your services. you can ask if there is any one interested in exploring the badge and you can set up a time to come to them for a seminar or have the interested scouts sign up to meet you at a shelter (seeing how that is one of the requirements)and you can explain or give a class from there. if you can find a willing shelter it would be a nice thing. be creative. its your badge. the more interaction they have the better.

I would agree with these points. The best merit badge experiences come from hands on, fun interactions with the subject matter.
