Sorry, I missed the part where you are deaf. I am not sure if the AKC will allow a whistle due to that but they do make accomadations for those with disabilities. This is a video of Donna Rock and her OTCH MACH dobe Annie. Donna does not have any hands and goes barefoot in the ring to use her toes to grip the dumbbells etc:
There is no way you can use a whistle at a trial, but hand signals are just fine. There are people trialing with deaf dogs and they have no problem with the hand signals. For home useage, I would for sure use a whistle as your dog isn't expected to watch you at all times like in a trial.
Steve is right, I was asking about the AKC's regulations. I was hoping that I am able to use the whistle. I want to do advance OB with Roo. Hope we will go far beyond.

I emailed AKC. They said whistles are specifically prohibited, but of course, you may use hand signals.
SO, I would work on focus to make sure Roo is able to see all your signals in competition, and at home you could train him to "watch me" using a whistle.
Thanks Alyssa for emailing the AKC. I could have ask them directly. It was really nice of you to help me. I have been working with Roo about 3 to 4 times a day with a very short session everyday except for Saturday and Sunday. Next week he and I will be in a basic class again, twice with a instructor. I'm working on his focus with distraction as much as possible.

Any kind of whistling is prohibited. This is in Chapter 2, Section 20
of the Obedience Regulations. If a deaf person is unable to speak, he
or she must use hand signals instead of verbal commands. If you have
