Using the marker method, you can work at home on focus and basic ob, gradually and slowly adding changes of venue (after you have great response, I mean) and then mild distractions. (Another dog is a high-level distraction.)
I would start indoors, with zero distractions, before even moving the work to the yard or porch, then driveway.
If the dog is staring, then it's critical to heed Michael's suggestion: " .... getting his attention before he zones out will be a start."
Working on focus and very upbeat ob at home is going to give you the tools to do that.
