He gobbles up the treats that are on the deck, then once I have my hand on the first stair level, he backs away, and is not driven to come in.
He has seen me, my husband and our other dog in the pool, but has not yet felt enticed to come in.
I like the kiddie pool idea, so he can see that the water in there is fun and safe.
I will for sure try that.
I was just using some Zuke's power bars, but I will try some steak ( his favorite) and see how that works.
I was also thinking that I will try it when my husband is not around. I tend to be his main trainer, so maybe that will help as well. He has a bond with me.
Another thing to try: playing with a toy that floats, such as a frisbee, and then after he gets really into it try throwing it into the kiddee pool and then later the big pool. That is how I get my water hesitant dogs to get into the water.

But you have to be sure that there is a human around when the dog first decides to try the big pool. (No access for a dog who hasn't learned about the steps yet.)

Thank you all, I really appreciate the suggestions.
I will try the kiddie pool as well as the floating toys and some high value treats, and see if that will get my boy in the pool swimming.
I mainly just want him to not fear it and as you said Connie, to teach the stairs which is so important, should he ever fall in.
It sounds like there are many dogs that were hesitant or fearful that now love to swim.
