My 10 month old GSD exhibits the same behavior. She's a very friendly dog. So far, she hasn't met a person or an animal that she didn't like. HOWEVER, when there's a dog walking by our house (we're in a townhouse, so it happens often) she raises her hackles and barks. These are some of the same dogs that she says hello to on her walks. My trainer told me that she is just unsure of whether these dogs are a threat and the behavior is displayed because she has a sense of protection over her home. He told me to discourage the barking (she has a command for "be quiet") and to correct her if she doesn't listen. I don't think that you need to worry about the temperment of this dog based on that behavior.
