Well, a few choice words about poor small dogs who don't get the security of a solid pack structure and end up nervy and yappy should help.
I do feel sorry for a lot of small dogs I know when I see them guiding the owner who outweighs them by ten or twenty times down the street, nervously eyeing the potential threats they have to be aware of in their unwanted position as pack leader ....
"well I'm going to offer to help in training. the puppy was "attacking" a plasitic pail and wanted to chase anything that moved so if they got prey drive and not a nerve bag it shouldn't be too hard"
I sense the world's first PPD Shih Tzu is about to be born. Can't wait to see her little "smile" next to Erika's!
There is no untrainable breed (that I have ever encountered).
I don't know I tried to help a friend of mine train her basset hound mix and it was like working with a particularly stupid brick....this dog routinely forgot how to drink water and would submerge his face in the water dish until he nearly drowned...we assumed he got dropped as a puppy....

My Shih tzu was and is treated like a full size member of the family. Ya gotta love a 10 pound hairball that tries to keep up with working bred Border Collies and Kelpies. I'll have him herding mice before too long!
As the owner of a small breed (Toy Fox Terrier in my case) I despise people who do them the disservice of not treating them like intelligent dogs instead of somewhat retarded (and definitely spoiled) human babies.
Best of luck in convincing the owners, Dennis. I hope you succeed for the dog's sake.
And the little ones can have all the drive and intelligence of their larger cousins. My TFT (Gracie)'s current ambition in life is to catch a pigeon. LOL
Six years ago I would NEVER have thought I would own a dog smaller than a Border Collie. Now we have several.The trouble started knowing my God given talent for helping animals and pulling Widget through two months of refusal to eat. (yes, toy breeds are the exception to the rule a dog won't starve itself)
Most of the Shih Tzus I groom are smart and sweet dogs. As has been said....people make small dogs into brats. Thankfully I have not had one bite hard enough to leave a mark.
Ours are a Brussels Griffon, a toy poodle and mixes. The problem with small dogs is that it is easy to ignore bad behaviour. Though I have two that are getting yippy(which I can not ignore) since my youngest started public school (homeschooled til ninth grade) and I am putting them on short lines to correct their sassy butts.
