I have a crazy 16 wk old one nutter here. It'll either come down or it won't, i could care less either way. The pup has a great temperament, that's the most important thing!

Depending on what your intentions were with this puppy it might be worth contacting the breeder about. If your intentions were to raise or confirmation show rotties I would contact the breeder just to let them know that you have a concern. If you have a guarantee against blanket genetic issues (monorchid is a genetic thing) then again contact the breeder.
However if you have no contract, you just wanted a pet, etc I wouldn't worry about it much as others have pointed out.
I had a male who at 8 weeks had two descended and then one "disappeared" before finally dropping again at 8 months. I later learned that his grandfather was known to produce cryptorchids/late descenders. My male had other health issues that caused me not to use him in a breeding program but even without these other issues, I would have been very hesitant to use him and if I had done so, it would have been a cross with a line as clear as possibly of this issue.
