I open-carry a .45 cal while I walk my dogs, which is legal in my state, and oddly, I *never* get hassled.
There's an old saying, "an armed society is a polite society".
You might want to look into getting a CCW and seeking out a good firearms defensive training course, you'll greatly increase your personal security by talking these steps.

Many owners/people don't counter well to what they perceive as insults. Obviously, you offered constructive criticism but clearly he saw it as an insult.
If you see him again, if you like, walk up to him (make sure park is not vacant) and let him know that you weren't trying to be rude (even if you were). It's a state law to have a dog on the leash in Public property. If you like, appologize for comming off aggressive (though not necessary, but it will calm him).
A lady drove in front of my house the other day, made a U Turn and screamed out at the top of her lungs to Tie up my dog (boxer) or she's going to call the police. I felt offended considering this was in my half acre property and he's well trained and extremely cudley / friendly with all females and children (sorry guys). I told her to mind her own business and that this is not public property. She made a few threats and drove away.
