Sure Chuck - Training as in obedience training. Some people would offer as advice. The dog needs contained and the behavior extinguished to have a broader range of containment as in working area. The owner if they keep the dog alive, needs to understand fully the risks involved and is looking to make an informed decision. Since neither you nor I know this dog they will justify their decisions to themselves no matter what we say.

Like I said, I need to see the dog to evaluate it and make a recommendation. You are right that the behaviorist may or may not have the training experience to make a good assessment.
Still it is better to offer insight in away that the “hard” choice is justified then simply attacking a unreachable position where the adversary is the advice giver.
Besides containment is an option for some dogs even if not for you or I.
