You can set up a security camera for very little cost and it's SUPER effective for dealing with people screwing with your dogs. I would also encourage you to walk your yard with your dogs in the mornings to make sure nothing hazardous has been tossed over the fence.
Stuff like this makes me giddy I have the neighbors I do.
I think this is an excellent idea. If I had a neighbor that was this crazy, I would for sure put out a vid camera.

This is just me, but I'd be getting a ski mask, gloves, and a baseball bat and I'd be knocking on their door one evening - and they'd get the beating of their life. And I'm not kidding in any way shape, or form.
That's what bullies understand, and I can take that to levels that they've never dreamed of in their worst nightmares. And sometimes I think that the reason that people do evil stuff like that is because they don't have to answer for it - well, I demand answers when it involves my dogs.
I'm not recommending that course of action for anybody, it'd be frankly illegal, but it's what I would do. Screw with my dogs ( or any innocent animal ) and I catch you at it, and you just became my new life's project.
Don't any of you think about doing what I just posted, go the legal road and hit them up via the police and a civil suit.
When you install it - let them know it is up. Show them and tell them it records 24 hours a day. However, this may or may not protect your dogs. Can you at least move the kennel to the other side of the yard or put plywood up on the side faceing these maniacs - something??
And for me, my dogs wouldn't be outside unsupervised. It only takes one moment for them to do something and you can't be at the window every moment.
Gosh some people can be so horrid. I'm extremely thankful I live where I live, because I would have a very, very hard time being rational in this situation.

I was gonna say about two dozen of my biggest brown feeder rats (so as to look like wild rats and preferably pregnant) would probably find their way into someones basement window.
And Halloween is just around the corner. Pranks can be messy and expensive even to clean up.
We had a neighbor that was a PITA to everyone. Called Code enforcement on anything he could. Complained about barking dogs in the middle of the day. (he had a headache) Stupid stuff. He rented. We all complained to the landlord who was a neighbor too. We complained again and when he was still there the next month a couple of the neighbors started killing (probably rabid!) vermin (a skunk, and then a raccoon) RIGHT near his bedroom window which was meer feet from one property line. Didn't matter that he called the cops 'cause he had already cried wolf so much that no one liked him especially the sheriffs. He moved volunteerily then. I think his nerves were shot. Poor baby.
I wish you luck with your neighbors. Thankfully all mine are now very civil.
