You said they are right there with their dog. This worked for me, it may work for you. Some mothers waiting by the road for the school bus kept bringing their small children into my yard, over to the one side of my dogs' exercise pen they could get to, allowing them to poke fingers through the 6ft chainlink etc while the dogs were out, causing them to jump at the fence and bark. Appealing to their brains didn't work. I collected all my dogs poops and those of my friends in wheelbarrows and deposited it all down the side of the chainlink about a foot out. Hosing to keep it nice and mushy. The width of poop has to be wide enough so that they can't step over it without stepping into it. Does wonders for the trees and bushes, can't be seen from the road so it doesn't look ugly, and it worked. If you can't find enough dogs, try a mixture of mud and the smelly kind of fertilizer that doesn't go away until you wash it out of your socks and shoes.
